Capital Crescent Trail phasing and county maintenance handoff
The trail could open in phases starting in early 2027, with the Bethesda-to-Connecticut section nearly done — delayed a bit by the Columbia Country Club's fence requests. MCDOT is already budgeting for trash, graffiti and long-term trail upkeep once it takes over.
Aging services and senior support
The National Senior Citizens Day proclamation highlighted the county's age-friendly initiative, caregiver support, nutrition programs, and a rapidly aging population — 25% of residents will be 60+ by 2030.
Wheaton Arts and Cultural Center
A special capital projects bill was introduced to individually authorize the Wheaton Arts and Cultural Center project, as required by the charter for large projects. Hearing and action June 16.
Nonprofit and community grants funding
The reductions package trims new community grant-making by $1 million, and members urged restoring money for the Kid Museum, Arts and Humanities Council, MoCo Pride Center, and the MCC dental clinic during reconciliation.
CUPF fee increase and customer service failures
Permit fees for public facilities rise 7.5% next year, and Fani-González is pushing an OLO review that could lead to restructuring the department.
Library Sunday hours dispute
Councilmembers pressed library leaders over January's cut to Sunday hours at ten branches, with Friedson demanding the usage data be made public and Mink defending the decision as a staffing-sustainability measure developed with the union. No funding for restoration was added today.
North Branch Trail funding
The council adopted $2.9 million for the M-NCPPC North Branch Trail, mostly federal aid plus GO bonds.
Excel Beyond the Bell expansion to Stedwick Elementary
The committee backed adding $459,253 to fund a new after-school program at Stedwick Elementary, but asked for partial-implementation cost scenarios before final budget decisions. The money sits on the Reconciliation List, so the full council still has to find room for it.
Western County Recreation Center funding and hours
The rec center's capital budget got a committee recommendation, but the cost estimate rose as design work got more detailed. Council members also want the center open beyond 9-to-5 so more residents can actually use it.
Turf fields replaced with natural grass, savings redirected
Testimony split over artificial turf: MSI and youth athletes urged funding turf fields at six schools for play capacity, while opponents cited heat, toxic chemicals, and microplastics, urging natural grass instead.
M-NCPPC semi-annual report
Planning and Parks reported 3,100 housing units approved last year (80% multifamily), 27,000+ units in the development pipeline, the Community Planning Academy's 463 registrants, the new disc golf course, Black baseball history projects, and the Potomac Horse Center demolition plans.
Standalone project for Johnson's Local Park
Councilmember Luedtke's push for Johnson's Local Park to get its own project listing and dedicated funding cleared the committee, with funding to be settled during the operating budget review.
Parks and trails funding
Multiple speakers urged full funding of the Parks CIP, including the $1 million annual natural surface trails budget and the Wheaton Action Sports Park, warning the county executive's proposal adds essentially nothing for parks.
