Montgomery County Public Schools FY27 Budget
MCPS funding is the largest piece of the county budget and shapes class sizes, staffing, and programs for roughly 160,000 students. The worksession is part of the council's annual review before final adoption.
MCPS FY27 Operating Budget Implementation
The FY27 school budget came up $61 million short of the board's request, forcing 415 position cuts, 47 layoffs, and over 1,200 involuntary transfers. Every number is a real person, and members heard how the disruption rippled through schools.
Declining enrollment and its budget implications
MCPS has about 3,200 fewer students than projected this year — nearly 8,000 fewer than expected over two years — with big drops in kindergarten and high school. Leaders stressed declining enrollment doesn't mean declining need, but it will drive staffing decisions next year.
Dual enrollment funding and equitable access
Budget cuts changed who gets free Montgomery College courses: 2,234 college-and-career-ready students are still covered, but 102 students left the program this year. Members want demographic data and worry equitable access has slipped.
CTE industry partnerships and new MOUs
The careers and trades office was reorganized, but construction and automotive programs continue — students just can't start a new house build yet because land wasn't acquired. New MOUs with industry foundation boards are being negotiated now.
MCPS FY27 budget cuts and staffing reductions
The Council kept the full $179 million local increase for schools on the reconciliation list, split into ten $17.9 million tranches, meaning it isn't safe yet. MCPS warned a $90 million cut could eliminate 900-1,000 jobs, and members acknowledged the structural deficit and the rejection of a property tax increase.
