Montgomery County Public Schools FY27 Budget
MCPS funding is the largest piece of the county budget and shapes class sizes, staffing, and programs for roughly 160,000 students. The worksession is part of the council's annual review before final adoption.
Dual enrollment funding and equitable access
Budget cuts changed who gets free Montgomery College courses: 2,234 college-and-career-ready students are still covered, but 102 students left the program this year. Members want demographic data and worry equitable access has slipped.
MCPS FY27 budget cuts and staffing reductions
The Council kept the full $179 million local increase for schools on the reconciliation list, split into ten $17.9 million tranches, meaning it isn't safe yet. MCPS warned a $90 million cut could eliminate 900-1,000 jobs, and members acknowledged the structural deficit and the rejection of a property tax increase.
MCPS FY27 Operating Budget Implementation
The FY27 school budget came up $61 million short of the board's request, forcing 415 position cuts, 47 layoffs, and over 1,200 involuntary transfers. Every number is a real person, and members heard how the disruption rippled through schools.
Declining enrollment and its budget implications
MCPS has about 3,200 fewer students than projected this year — nearly 8,000 fewer than expected over two years — with big drops in kindergarten and high school. Leaders stressed declining enrollment doesn't mean declining need, but it will drive staffing decisions next year.
CTE industry partnerships and new MOUs
The careers and trades office was reorganized, but construction and automotive programs continue — students just can't start a new house build yet because land wasn't acquired. New MOUs with industry foundation boards are being negotiated now.
AI use in MCPS and forthcoming regulation
MCPS plans to draft a formal regulation on staff and student use of AI for the coming school year, following the state's AI Ready Schools Act.
MCPS 'Away All Day' phone policy expansion to high schools
The Board of Education passed a resolution July 16 to measure and report how much time students spend on screens and to develop guidance for K-5 use, with middle and high school guidance to follow.
Technology Modernization and student technology charges
The committee reviewed MCPS's Technology Modernization project, including $11 million in FY26 spending this summer for the routine technology refresh. Members also want to know how many students pay for broken school technology and how much they pay.
State grant for teacher pipeline program
A proposed $6 million supplemental appropriation would bring a Maryland state grant to Montgomery County Public Schools for the Grow Your Own Educators Grant, which trains future teachers. Hearing and action are scheduled for July 28.
Funding for Montgomery College operations
The college is dealing with over-enrollment and facility damage, including a library closure after a pipe burst. The council approved $1.1 million from tuition and fees to shore up operations.
MCPS Attendance, Engagement and Truancy
The council released an independent report on chronic absenteeism and truancy in Montgomery County Public Schools since COVID — a persistent concern for families and educators.
MCPS capital budget and $400-450M funding gap
Three supplemental appropriations totaling over $5.3 million — from the Aging Schools Program, state aid, and federal funds — will pay for school asset replacement, sustainability projects, and technology modernization.
MCPS operating funding and the $36 million CIP transfer
To avoid deeper cuts to school staffing, the council moved $36 million from capital projects into the operating budget, adding $143.8 million in FY27 resources for MCPS. The trade-off: school HVAC, roof and playground repairs lose funding, four elementary school projects slip years, and the county forgoes about $14.7 million in matching state aid.
MCPS winter weather and technology funding
The Council reappropriated $8.5 million of MCPS fund balance to offset winter weather impacts, and introduced three more school funding items totaling over $5.3 million for asset replacement, sustainability and technology modernization.
Early Care and Education Funding
Maryland froze its childcare scholarship program, leaving 1,000 county families on a waitlist; only 12,000 of 32,000 eligible kids get subsidized care. The council added a second $500,000 tranche to move 23 more children into county assistance — a drop in the bucket, members admitted.
After-school program transition in Carroll Avenue/Quebec Terrace
A proposed $133,523 cut to after-school programming in the Carroll Avenue/Quebec Terrace neighborhood moved kids to Excel Beyond the Bell and MCPS tutoring; the Council held off until DHHS and MCPS confirmed a transition plan, then approved the budget.
